This Is What I Have Asked the GMC to Investigate
People have been asking for the actual concerns raised in my referral of Dr Hilary Cass. Here they are, in full.
Since I announced that I have referred Dr Hilary Cass (GMC reference number 2582029) to the General Medical Council, a lot of people have asked to see the actual concerns I have raised. That is a fair and reasonable request, and I am happy to share them.
What follows is my formal referral. It is structured around the GMC’s own framework, Good Medical Practice 2024, which sets out the professional standards that every registered doctor is expected to meet. The referral identifies specific areas where Dr Cass’s conduct, conclusions, and recommendations may have fallen below those standards.
I want to be clear about something before you read on. This is not a personal attack, I have never met Dr Cass. This referral is grounded in published evidence, peer-reviewed critique, and the professional standards that the GMC itself has set. It asks the GMC to investigate whether those standards have been met. Nothing more, nothing less.
The referral is supported by references to published peer-reviewed papers, including Moore et al. (2025) in the Medical Journal of Australia, Noone et al. (2025) in BMC Medical Research Methodology, Grijseels (2024) in the International Journal of Transgender Health, McNamara et al. (2024) from the Yale Law School Integrity Project, and Budge et al. What happens next
The referral has been submitted to the GMC and I will be following up to ensure it is properly acknowledged and progressed. I am also collecting testimony from people who have been directly affected by the Cass Review, which will be submitted as supplementary evidence alongside the formal referral.
